Uganda Wildlife Authority ranger shoots 12-year-old boy in Mt. Elgon National Park

Overview

On 7th September 2024 , a tragic incident occurred in Bukwo District, Sebei Sub-region, involving Joshua Sukuku, a pupil at Amanang Primary School, who was shot for reportedly trespassing and grazing animals within the boundaries of Mt. Elgon National Park. Alongside him, Isaac Kinyazi, a 15-year-old coworker from Cheburbei village, sustained injuries during the incident.

Details of the Incident

According to Simon Yesho, the LCIII Chairperson of Chepkwasta Sub County, the Uganda Wildlife Authority (UWA) rangers were conducting a routine patrol when they encountered the victims allegedly ferrying firewood. Yesho reported that Joshua Sukuku was shot in the right arm, resulting in his immediate death, while Isaac Kinyazi was injured by a bullet that struck him near the right ear, connecting to his head. The survivor is currently receiving medical treatment at Bukwo Hospital.

Community Response

Yesho expressed concern over the actions of the UWA rangers, urging them to respect the rule of law and to apprehend suspects rather than resorting to violence. Samuel Amanya, the Chief Warden at Mt. Elgon National Park, confirmed the incident and stated that investigations are ongoing. He noted the ongoing hostility between the rangers and local communities, which has led to escalating conflicts.

Context of Tensions

The tensions between the UWA rangers and local communities stem from land-use conflicts, as many residents rely on the park’s resources for their livelihoods. Activities such as farming, grazing, and collecting firewood often lead to confrontations when rangers enforce conservation regulations. The lack of clear boundaries, historical land claims, and inadequate compensation for resettled communities further exacerbate these tensions, resulting in violent clashes over access to natural resources.

Recent Incidents

This incident follows a previous occurrence in August, where UWA rangers destroyed crops and trees worth millions belonging to farmers in Tuikat Subcounty, Kween District. These actions have heightened community grievances, particularly among those who have been evicted from their ancestral lands as a result of government gazetting.

Conclusion

The shooting of Joshua Sukuku highlights the urgent need for dialogue and resolution between UWA and the local communities surrounding Mt. Elgon National Park. It is crucial for all parties to work towards sustainable solutions that respect both conservation efforts and the livelihoods of local residents.
